Given the mounting demands on governments and organizations to be more responsive to the demands of their stakeholders, both internal and external, the Philippine Council for Health Research and Development (PCHRD-DOST) has come up with an assessment tool for researchers, research institutions and health research consortia.
The Central Luzon Health Research and Development Consortium (CLHRDC) based at the Department of Science and Technology (DOST) in Pampanga has been chosen initially to use the said assessment tool which is designed to measure the capacity of health research personnel and as well as institutions to undertake health-related researches. But prior to this, a validation process on the tool was conducted to make sure that each of the questions are correctly formulated and covers the information that need to be obtained.
Dr. Libertad P. Garcia of the Institutional Development Division – Technical Advisory Group (IDD-TAG) of PCHRD led the validation process which was attended by the CLHRDC committee chairpersons on research management, ethics review, capacity building and research utilization, information and communication. Dr. Garcia said that the assessment tool, once it is finalized, can be used to determine the appropriate and relevant intervention efforts in the field of health research and development in the country. Ultimately, it aims to further the cause of good governance, accountability, transparency, enhance effectiveness of development initiatives, and improve delivery of tangible results.
The CLHRDC is an organization composed of government agencies, state colleges and universities and private higher institutions of learning in Region III which undertake research and development projects in the health sector. It is dedicated to upgrade the capabilities of its member-institutions through resource sharing and funding support for R&D projects in identified priority areas.
